Do normal Britta filters take the chlorine out of tap water?

No, Brita does not remove chlorine. However, chlorine will dissipate from water in 24 hours so just fill up a jug and let it sit for a day. However, if your water has chloramines in it, you will need a chemical dechloraminator to get it out (don’t use too much either because the chemical will recombine making a whole other (nasty smelling) deadly chemical.

For tadpoles, I’d just buy bottled spring water. Tads absorb water through their skin (as will the resulting frogs) so you don’t want any bad stuff in the water, including dechlorinators. Read the label too to make sure the metal levels are low. And when you find a water that works for you, stick to the same brand and the same type (don’t suddenly use distilled water or something, always get spring water which has the minerals and things aquatics need) since bottle waters differ.

Try switching to bread flour instead of white flour and add some rye to the mix. I think you should increase the amount of flour you are feeding it, move it off the heating pad, and don't stir it. My sourdough refreshes as nicely at 60-65F as it does in warmer temps.

I take it that you draw the water from your tap then allow it to sit overnight before you are using it? That will allow the chlorine to dissipate.

Yes, do take it off the heating pad.  Leave at room temp.  I would also only 'feed' it on a 24 hours basis, not morning and night.  

   On the stirring... I've always been told to stir very well (this counters what the above poster says).   Also, I would stir it very well, before you 'save part of the old starter'.
